Brooks obtained his BS in Civil Engineering from the University of Dayton and has eight years of experience in all phases of project development on civil, infrastructure, public works, and transportation projects for the private sector and public agencies, including City, County, ODOT LPA, ODOT, and other public agencies. His experience includes project development from preliminary design to final design and through construction. He has managed civil, public works, transportation and bridge projects, coordinating client communications as well as in-house staff and sub-consultants. In addition to ODOT training, Brooks' involvement with all types of projects provides him with familiarity with various project development processes and procedures.

Brooks' wide experience includes complete development of the design of sanitary sewers, storm sewers, stormwater management, water lines, erosion and sediment control, bikeways, maintenance of traffic and traffic control, and urban and rural roads, streets, and highways. His project services also include scheduling, cost estimating, specifications, environmental coordination, environmental document preparation, and permit applications.
